My Toyota Sienna '04 car radio was not working, no power. I checked fuse under steerling wheel had blown out.

I have replaced a new fuse 7.5A. Whenever, I turned an igition on a fuse blew out. I have replace a couple of fuses. It was happened the same. What cause a fuse blow out when I start an engine? Please help.
