What's the best way to convert Windows Vista Sound Recorder files to Verizon ringtones?

My phone holds a small SD memory card. I downloaded a converter and converted the file to .wma but the phone says there are no files on the card. I know the file is on the card because Explorer sees it and Media Player plays it. I know the phone works because I've used the card to transfer pictures.
