Why give a Foley Catheter to someone with a decubitus ulcer?

I am a new nurse. Tonight I was asked to fax a doctor for an order for an F/C because someone has a Decubitus Ulcer. I was curious as to why they wanted this done. Her ulcer isn't supposed to be a wet to dry dressing but everyone packs it that way except me. Shouldn't we try doing the treatment right before resorting to an F/C?
