Is this Double Jeopardy?

While stationed in Germany with the Army I received a DUI, OFF POST, around July of 07. Flash forward to 2009. The State of IL sends me a letter explaining my license is suspended as of Sept 14 09. Then sends me another letter saying there is not enough evidence to suspend my license so it is reinstated as of Sept 28 09. My license was suspended for 2 weeks. Now yesterday, Dec 11 09, they send me another letter saying my license is AGAIN suspended for the same violation. The same violation that they suspended my license for the first time, the same one they cleared me on. Is this Double Jeopardy or what?!?! If so someone send me a court case or statute or whatever that I can quote to the state to get this retardedness cleared. Thanks!!!
