What can i do about my landlord?

I am currently stationed at ft Lewis wa and moving to ft Knox. My family already got a apartment there. My wife is having several issues with the landlord including him informing her that she cannot flush toliet paper and giving her a trashcan to put the dirty toilet paper in and having her dump it in the dumpster. This does not sound legal to me at all. Is that legal for him to do? What actions can I take to get my family out of the lease and to a better apartment complex??
